As a legal counsel who relocated from Portugal to Macau in 2019, I have had the unique opportunity to witness firsthand the transformative impact of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) initiative. This ambitious project aims to foster collaboration and integration among the nine cities in Guangdong province, Hong Kong, and Macau, creating a dynamic and globally competitive economic region. In this article, I will explore the long-term plans for the GBA, the visible changes in Macau, the impacts on daily life, and the exciting possibilities it offers for both locals and foreigners, with a particular focus on the legal implications and changes.

Long-Term Plans for the Greater Bay Area

The GBA initiative, launched in 2019, is a strategic plan designed to enhance economic integration and cooperation among the participating cities. It comprises the two Special Administrative Regions of Hong Kong and Macao, and the nine municipalities of Guangzhou, Shenzhen, Zhuhai, Foshan, Huizhou, Dongguan, Zhongshan, Jiangmen, and Zhaoqing in Guangdong Province, with a total area of approximately 56,000 km². It is the largest and most populated urban area in the world, with a total population of approximately 86 million people.

The Greater Bay Area serves as a vital export hub, responsible for 37% of China’s exports. This prominence is attributed to its large airports and railway stations interconnected by a modern transportation system. The GBA is home to three of the world’s top ten container ports and five international airports: Hong Kong International Airport, Guangzhou Baiyun International Airport, Shenzhen Bao’an International Airport, Macau International Airport, and Zhuhai Jinwan Airport. Collectively, these airports handle an air freight volume surpassing that of San Francisco, New York, and Tokyo combined.

The long-term objectives of the GBA include developing an international innovation and technology hub, expediting infrastructural connectivity, and establishing a globally competitive modern industrial system. The plan also emphasizes ecological conservation, creating a quality living circle for residents, and strengthening cooperation in various sectors. By 2035, the GBA aims to become a vibrant world-class city cluster, a key player in the Belt and Road Initiative, and a showcase for in-depth cooperation between the mainland and Hong Kong and Macau.

The integration of distinct jurisdictions, including the legal systems of Hong Kong, Macau, and Mainland China, presents unique challenges and opportunities. Harmonizing regulations across these regions will necessitate ongoing legal reform and collaboration to ensure a seamless business environment. Legal professionals will play a crucial role in navigating and facilitating these changes.

Visible Changes in Macau

Since the inception of the GBA initiative, Macau has experienced significant changes. The city’s infrastructure has been enhanced, with improved connectivity to other GBA cities through projects like the Hong Kong-Zhuhai-Macao Bridge. In addition, the new Light Rapid Transit (LRT) Hengqin Line in Macau officially opened on December 2, 2024. This new line extends the LRT network to the Hengqin Port, connecting Macau and Hengqin, marking a significant step in integrating public transport networks within the Greater Bay Area.

The increased mobility and cross-boundary interactions necessitate clear legal frameworks for labor rights, residency, and social benefits. Legal professionals must ensure that the rights of workers and residents are protected while facilitating the smooth movement of people and goods.

Improvements and Possibilities for Locals and Foreigners

The GBA initiative offers numerous improvements and possibilities for both locals and foreigners. The region’s economic growth and development have created a wealth of opportunities in various sectors, including finance, technology, healthcare, and tourism. The rapid urbanization of Hengqin has created a thrilling and exciting environment, reflecting the dynamic nature of the GBA initiative.
