He emphasized that the Special Administrative Region (SAR) government will demonstrate greater determination, courage in change, and a commitment to innovation, while enhancing its sense of mission and responsibility. He reaffirmed confidence in continuing to accurately and firmly implement the “One Country, Two Systems” policy, and he stressed the importance of safeguarding national sovereignty, security, and development interests, while firmly maintaining stability in Macau.
Sam Hou Fai stated that the SAR government will leverage Macau’s “13th Five-Year Plan” to actively align with the national “14th Five-Year Plan,” aiming to better integrate with and serve the broader national development goals.
The initiatives will focus on two main axes: maintaining and improving administrative leadership while continuously deepening public administrative reforms to enhance governance effectiveness, and fostering positive interactions and efficient collaboration among the executive, legislative, and judicial branches, thus consolidating a strong force for the SAR’s development.
He also highlighted the importance of promoting moderate economic diversification and pragmatically advancing the construction of the Hengqin Cooperation Zone, ensuring long-term prosperity and stability for Macau through coordinated efforts.
Additionally, Sam Hou Fai mentioned that the SAR government will continue to sincerely listen to the voices of citizens, focus on their concerns, and work to address livelihood issues. He aims to improve urban governance and elevate citizens’ well-being, striving to build a smarter, more livable, safe, and inclusive Macau.
Furthermore, he pledged full support for the development of patriotic forces in Macau, ensuring a platform for youth to grow and succeed, and guaranteeing a successor for the “One Country, Two Systems” initiative.
