“More than 400,000 people joined military units and over 34,000 integrated into volunteer units,” Medvedev stated, as quoted by the state news agency TASS. The former Russian president added that the recruitment goals set for this year “were practically achieved.”
In January, Medvedev had already indicated that about 450,000 Russian citizens had signed contracts in 2024, while another 40,000 joined volunteer units mobilized for Ukraine.
Despite calls from some political sectors, Russian President Vladimir Putin has resisted advancing a new mobilization of reservists, following the one announced in September 2022, which caused significant internal dissent and the exodus of hundreds of thousands of Russians.
According to the Institute for the Study of War (ISW) based in Washington, Russian forces captured about 0.77% of Ukrainian territory in 2025, a greater advance than recorded throughout all of 2024.
The Russian offensive intensified in the fall, with Moscow announcing the capture of Pokrovsk in the Donetsk region and Kupyansk in Kharkiv, achievements that Kyiv continues to deny.
