Brazil: 48 tons of sugar seized due to suspected tampering (with video)

The Brazilian Ministry of Agriculture and Livestock, in coordination with the Federal Police, seized approximately 48 tons of sugar suspected of adulteration at an export corridor in a southern port today.

The cargo of VHP sugar, which was intended for international markets, showed signs of contamination by insoluble materials exceeding the limits permitted under Brazilian law.

VHP sugar is a type of raw sugar widely used in Brazilian exports; the acronym stands for “Very High Polarization,” referring to the product’s high sucrose content. During preliminary testing conducted during sample collection, inspectors identified the presence of materials appearing to be sand in quantities significantly higher than the legal threshold.

“Since there is no traceability regarding the material mixed into the sugar, the product was considered a risk to agricultural defense,” the Ministry stated after the seizure.

The operation took place at the Port of Paranaguá, located in the state of Paraná, a critical hub for Brazil’s role as the world’s largest sugar producer and exporter. Currently, Brazil is responsible for approximately 25% of global sugar production and nearly 50% of world exports, making the integrity of its shipments vital to global trade.

In 2025, the country exported 33.8 million tons of sugar, generating revenues of 14.1 billion dollars, which highlights the massive scale of the industry.

In the first four months of this year, Brazil has already exported 7.2 million tons of sugar and molasses, earning 2.7 billion dollars in revenue. Official data indicates that Algeria, Saudi Arabia, and Iraq are the primary destinations for these exports, while the European market accounts for less than 2% of the total.

The Brazilian government informed Lusa that it is not possible to determine the exact destination of the seized 48 tons since the cargo had not yet been assigned. The seizure occurred at a quality control point prior to reaching the export terminal, before the bulk load could be added to a specific shipping lot.

If the presence of foreign matter is confirmed to be incompatible with regulatory standards, the cargo may be officially disqualified and deemed unfit for human consumption. The confirmation of fraud could also result in significant administrative sanctions and criminal proceedings for those involved in the supply chain.

The company responsible for the cargo, whose identity has not been disclosed, was fined and may face the total destruction of the product under environmental laws. Federal authorities emphasized that these inspections are essential to maintain international market confidence in Brazilian agricultural products and to protect the national inspection system’s credibility.
