Dividends brought in 37% less revenue for the Mozambican government in 2025

Mozambique’s government revenue from dividends fell by 36.7% in 2025, to 8,144 billion meticais (108 million euros), according to data from the Ministry of Finance

A HCB, maioritariamente detida pelo Estado moçambicano e que tem uma participação de 7.5% da portuguesa Redes Energéticas Nacionais (REN), voltou a liderar também nas concessões, com pagamentos de quase 2.291 milhões de meticais (31,1 milhões de euros), equivalente a 48.9% do total recebido pelo Estado moçambicano em 2025.

According to provisional data on budget execution from January through December of last year, 68% of these dividends came from Cahora Bassa Hydroelectric (HCB), which operates one of Africa’s largest dams in the central province of Tete.

In 2024, total dividends paid by companies to the state accounted for 3.7% of all state revenue—nearly 12,871 million meticais (170.6 million euros)—falling to 2.3% last year.

Accounting for 12.3% of total dividends paid to the state in 2025, next is the National Hydrocarbons Company (ENH), which paid 1 million meticais (13.2 million euros), followed by the Mozambican Hydrocarbons Company and the Mozambican-Zimbabwean Pipeline Company (CMPMZ), each with 4.6%, corresponding to approximately 370 million meticais (4.9 million euros).

HCB, majority-owned by the Mozambican government and in which the Portuguese company Redes Energéticas Nacionais (REN) holds a 7.5% stake, also led the way in concessions, with payments of nearly 2,291 million meticais (31.1 million euros), equivalent to 48.9% of the total received by the Mozambican government in 2025.

O valor global pago por essas concessões recuou 22,9% em 2025, face ao ano anterior, para 3.882 milhões de meticais (51,5 milhões de euros), segundo os dados do Ministério das Finanças.

Depois da HCB, seguiu-se a concessão à Sociedade de Desenvolvimento do Porto de Maputo (MPDC), com 609,1 milhões de meticais (8,1 milhões de euros), neste caso menos 52.5% face ao mesmo período de 2024.

The total amount paid for these concessions fell by 22.9% in 2025 compared to the previous year, to 3.882 billion meticais (51.5 million euros), according to data from the Ministry of Finance.

Following HCB was the concession to the Maputo Port Development Company (MPDC), amounting to 609.1 million meticais (8.1 million euros), a decrease of 52.5% compared to the same period in 2024.
