The funding arrangement was disclosed in the opinion report published by the Second Standing Committee of the Legislative Assembly, which is currently reviewing the 2026 fiscal budget.
According to the report, the funding would be formalised through a cooperation agreement between the Macau Foundation and the two universities, following approval by Chief Executive Sam Hou Fai in an official dispatch dated 22 September. The Macau Foundation is a publicly funded entity under government oversight.
