Macau Airport’s Hengqin cargo terminal breaks ground, operations expected in 2027

Construction has officially begun on the Hengqin Pre-Clearance Cargo Terminal for Macau International Airport following a groundbreaking ceremony held on Tuesday in Hengqin. The project marks a major step toward integrated cross-border logistics between Macau and Hengqin under the “Macau–Hengqin Deep Cooperation Zone.”

Chief Executive Sam Hou Fai attended the ceremony alongside Zheng Xincong, director of the Central Government Liaison Office in Macau, Liu Xianfa, commissioner of the Chinese Foreign Ministry in Macau, Secretary for Economy Tai Kin Yip and Finance and Secretary for Transport and Public Works Raymond Tam.

The cargo terminal is scheduled for completion by the end of 2026 and is expected to begin operations in the first half of 2027. Once in service, it will extend Macau International Airport’s air-cargo handling capabilities into Hengqin under a “front terminal, rear airport” operating model. The facility is designed to handle up to 300,000 tonnes of air freight annually, positioning Macau and Hengqin as an air logistics hub and improving logistics efficiency in the Guangdong–Hong Kong–Macau Greater Bay Area.

Located near Qinhai West Road and Huandao North Road within the Hengqin Guangdong-Macau In-Depth Cooperation Zone, the site covers approximately 66,700 square meters with a total construction area of 97,600 square meters. The complex will include logistics warehouses, an integrated office building, and auxiliary facilities. It lies around 13 kilometers from Macau International Airport on Taipa.

The project agreement was signed on December 9, 2023, and adopts an innovative model by shifting air-cargo procedures such as security inspection, palletizing and cargo consolidation to Hengqin. The terminal will leverage streamlined customs coordination between Macau and mainland China to establish a seamless logistics chain and accelerate import-export cargo flows between the two regions.

According to previously released information, Macau International Airport acquired the Hengqin land parcel for 129 million yuan in 2024. The total investment in the cargo terminal is expected to reach around 700 million yuan.
