Details of the service were recently disclosed. Public information from DSGAP indicates that “Guangdong Hengqin UM Higher Education Development Company Limited” awarded the contract to the Architectural Design & Research Institute of SCUT Co., Ltd. on June 16th via a direct inquiry process.
The service period runs from the signing date until the project’s completion and final settlement.
Records show that the Architectural Design & Research Institute of SCUT Co., Ltd. is a Class A architectural design institute in mainland China, established by the South China University of Technology—one of the traditional “eight old architectural schools.” It is also one of the earliest Class A design institutes established by a key university in China.
Earlier, Executive Council spokesperson André Cheong Weng Chon stated on June 3rd that planning and design work for the campus had been completed. The revised fiscal budget announced that day included an allocation of RMB1.75 billion (MOP1.97 billion) for campus construction this year.
It is understood that the full construction of the Hengqin campus is expected to take six years, with a preliminary estimated total cost of approximately MOP8.4 billion (RMB7 billion). Secretary for Economy and Finance Tai Kin Yip also clarified that the RMB1.75 billion allocated in this year’s budget will be used to inject capital into the enterprise established by UM in Hengqin, enabling it to hold the relevant land use rights.
In addition, DSGAP data shows that on February 13th, “Guangdong Hengqin UM Higher Education Development Co., Ltd.” also awarded the whole-process cost control service for the campus project to Rider Levett Bucknall (Beijing) Co., Ltd. through direct inquiry, with a contract amount exceeding RMB35 million (MOP39.38 million).
The UM Hengqin campus is located in the southwestern part of the Hengqin Guangdong-Macau Deep Cooperation Zone, with a total land area of approximately 370,000 square meters and a building area of 830,000 square meters. The campus plans to add several academic units, including a Faculty of Medicine and a Faculty of Information Technology, and is expected to accommodate 10,000 students, with an anticipated operational start in August 2028.
