Macau: Government targeted by 4 million cyberattacks per month

The government of Macau noted that its cloud computing center repels, on average, more than four million cyberattacks every month.

In response to questions from legislator Vong Hou Piu regarding the current use of artificial intelligence (AI) in improving the efficiency of public administration, the Public Administration and Civil Service Bureau (SAFP) confirmed that, despite the high volume of cyberattacks recorded throughout 2025, no security incidents have occurred to date.

The authorities of the Special Administrative Region attributed this defensive record to a “dedicated monitoring team” and a “rigorous security management regime,” designed to protect the city’s electronic infrastructure and sensitive data.

The Macau government has accelerated the integration of AI into internal operations, with the SAFP starting tests of a large-scale platform to streamline administrative tasks such as data analysis, document processing, and the drafting of meeting minutes.

To mitigate the risks associated with this new technology, the SAFP emphasized that the AI platform is hosted in the Government Cloud Computing Center and is for internal use only.

“The SAFP will continue to monitor the risks of cyberattacks, responding in a timely manner and strengthening intrusion detection and blocking capabilities,” the department stated, emphasizing that cybersecurity remains a pillar of the Executive’s e-governance strategy.

The territory’s authorities added that the push for modernization is also expected to transform civil service personnel, with future recruitment processes potentially being updated to include AI proficiency as a selection criterion.

“Under the current regime, competition juries have the discretion to weigh AI technology knowledge in tests and interviews, ensuring that new recruits are prepared for the digital transition,” they indicated.

The government argues that technological upgrades are essential to improve the quality of service provided and the efficiency of work in all public departments.
