Xu Qifang, 59, previously served as the deputy head of the Organization Department of the Communist Party of China. As early as July 4th, he publicly appeared in his capacity as deputy director of the Hong Kong and Macau Affairs Office, accompanying Director Xia Baolong in a meeting with Hong Kong and Macau specially invited members of the 14th Plenary Session of the All-China Youth Federation in Beijing.
It is understood that he is succeeding Zhou Ji, who transferred to become the director of the Liaison Office of the Central People’s Government in the Hong Kong Special Administrative Region.
The “Office Leaders” section of the Hong Kong and Macau Affairs Office’s official website has been updated with Xu Qifang’s information, showing his ranking second only to Xia Baolong, making him the office’s second-in-command.
Xu Qifang possesses extensive experience in both local and central government work, having previously held important positions such as vice governor of Shaanxi Province, deputy secretary of the Hainan Provincial Party Committee, and director of the National Civil Service Administration.
