Macau achieved most of the targets in the 2nd Five-Year Plan

The Macau Government has concluded its Second Five-Year Plan with most of its objectives achieved, having an implementation rate exceeding 94%. These results reflect the economic recovery, industrial diversification, and strengthened governance throughout the 2021–2025 period

In April 2026, the Government of the Macau Special Administrative Region (SAR) published the Final Implementation Report on the 2nd Five-Year Plan for Socio-Economic Development (2021–2025). The 20 key indicators set were achieved, while 143 of the 152 priority tasks were completed or are still in progress, according to the document.

According to the report, six projects were adjusted or suspended due to changes in the economic and social context, one was not completed due to unfavorable conditions, and two pieces of legislation were rescheduled for future legislative sessions. The overall implementation rate reached approximately 94.1%.

The plan’s period coincided with a phase marked by the pandemic and economic recovery. In the initial phase, the Government focused on public health control, economic stabilization, and job protection. In a later phase, opportunities for recovery were seized to boost growth and revive economic activity.

In the final phase, the Macau SAR moved toward a higher-quality development model, consolidating reforms and creating conditions to achieve the defined objectives. Throughout the period, policies were implemented in various strategic areas.

In the area of national security, legal mechanisms were strengthened and electoral processes were conducted that consolidated the principle of good governance. In the economy, progress was made in industrial diversification, particularly in the development of integrated tourism, the modern financial industry, and traditional Chinese medicine.

The report also highlights the creation of instruments to support innovation and research, including cooperation platforms between businesses and universities and the restructuring of reference laboratories. Projects such as the launch of the Macau Science Satellite-1 marked advances in the scientific field.

On the social front, health services, social security, and housing policies were strengthened. Talent recruitment programs were implemented, while areas such as education, culture, and youth saw continued development.

In terms of urban development, key infrastructure projects were completed, including light rail extensions and new connections to Hengqin. Efforts to build a sustainable city were strengthened, with measures to promote clean energy and electric mobility.

Public governance has also undergone reforms, including the reorganization of services, the development of e-government, and significant legislative output. Between 2021 and 2025, 104 pieces of legislation were enacted.

The Guangdong-Macao In-depth Cooperation Zone in Hengqin made progress in integrating with Macau, with the implementation of fiscal policies, urban projects, and new models of economic cooperation. At the same time, integration into the Guangdong-Hong Kong-Macao Greater Bay Area was strengthened, and relations with Portuguese-Speaking Countries were deepened.

According to the Government, the implementation of the plan establishes a solid foundation for the 3rd Five-Year Plan and for Macao’s sustainable development. The next cycle is expected to strengthen coordination with the national plan and promote new stages of economic and social growth.
