The United States has decided to extend its state of emergency against Brazil for another year, classifying the Brazilian government as an “unusual and extraordinary” threat to American national security, foreign policy and the economy.
The White House document, from the Executive Office of the President, dated July 29, 2026, is set to be published in today’s edition of the Federal Register, the official journal of the American government.
The renewal of the state of emergency extends an order issued by U.S. President Donald Trump on July 30, 2025, which includes economic sanctions and increased tariffs against Brazil.
At that time, the President of the United States justified the measure as a response to decisions by Brazil’s Federal Supreme Court that, he argued, affected American security and the economy. Donald Trump also spoke out in defense of former Brazilian President Jair Bolsonaro, who at the time was awaiting trial before the Brazilian Supreme Court on charges of attempting a coup d’état during the 2022 elections.

To extend the “national emergency” concerning Brazil, Donald Trump has now relied on the same arguments that underpinned last year’s decision.
In the official renewal document, Trump reiterated that the policies and actions of the Brazilian government constitute an “unusual and extraordinary” threat to the national security, foreign policy and economy of the United States. Washington justified maintaining the measure by alleging that Brasília has interfered with the U.S. economy and infringed upon the free speech rights of American citizens.
Trump again accused Brazil’s Supreme Court of censoring free expression and claimed that “members of the Brazilian government are also politically persecuting” former Brazilian President Jair Bolsonaro, including his family members and supporters.
“Which contributes to the deliberate breakdown of the rule of law in Brazil, to politically motivated intimidation in that country, and to human rights violations,” the document states.

The document highlights “certain activities, such as censorship and imprisonment, by Brazil’s Supreme Court, of individuals exercising free expression,” in an indirect reference to Bolsonaro supporters convicted and imprisoned over the January 8, 2023 coup-related acts.
The White House and the Planalto Palace have experienced diplomatic tension since last year, when Trump announced the first tariffs against Brazil and, this month, authorized new surcharges on Brazilian products.
Adding to this series of frictions is the fact that the United States has classified Brazil’s two largest criminal factions, the First Capital Command (PCC) and Red Command (CV), as global terrorist organizations, a designation contested by the Brazilian government.
