Taiwanese authorities successfully mitigated an overseas cyberattack targeting multiple government agencies last month that utilized artificial intelligence agents to conduct automated reconnaissance and breach systems.
The Ministry of Digital Affairs confirmed that cybersecurity monitoring units identified irregular activity directed at public sector networks in July. An investigation revealed that foreign hackers deployed a hybrid approach combining traditional human operations with AI-driven software agents, including tools like Open Claw, to target administrative systems.
The ministry stated that security personnel contained the threat, assessed the scope of the impact, and implemented enhanced protective guidelines across government agencies to counter emerging AI-derived cyber threats.

The announcement follows findings released by cybersecurity firm Dream, which detailed an AI-assisted espionage operation that targeted an Asian government entity. According to the firm’s analysis, coordinated AI agents worked to extract user credentials, compromise personnel records from Taiwan’s Justice Ministry, and scan nuclear safety infrastructure for vulnerabilities over a four-day period.
Cybersecurity experts noted that while the deployment of autonomous AI agents accelerates the speed and scale of network scanning and exploitation, human operators remain essential for setting targets and directing overall mission objectives. Taiwanese security officials have previously highlighted the rising volume of daily cyber incidents targeting critical national infrastructure as part of broader regional security concerns.
