The alignment between national and local strategies marked the session presenting the spirit of the 2026 “Two Sessions”, organized by the Government of the Macao Special Administrative Region, which brought together around 450 officials and civil servants at the University of Macau.
The initiative focused on the coordination between the 15th Five-Year Plan and the Macao SAR’s 3rd Five-Year Plan, considered essential to guiding the city’s economic and institutional development.
During the session, the head of Macau’s delegation to the National People’s Congress, Lau Ngai Leong, highlighted strategic opportunities and the importance of strengthening the “One Country, Two Systems” framework and the predominance of the executive branch.

The Vice-President of the Legislative Assembly, Ho Ion Sang, in turn, stressed that Macau is undergoing a critical phase of transformation, requiring administrative reforms and a stronger commitment to economic diversification.

In this context, academic Lou Shenghua argues that “the coordination between the national 15th Five-Year Plan and Macau’s 3rd Five-Year Plan translates, in practice, the institutional advantages of ‘One Country, Two Systems’ into effective governance and momentum for diversified development,” he told PLATAFORMA.
According to Lou, this convergence makes it possible to “significantly improve governance under the rule of law” and to “systematically promote moderate economic diversification,” while simultaneously strengthening integration into the Greater Bay Area and joint development with Hengqin.
Lou Shenghua further maintains that “strengthening administrative leadership contributes to improving the scientific nature of policymaking and the effectiveness of its implementation,” enabling the alignment of strategic objectives, reducing fragmentation, and ensuring greater coherence in government action.

In closing, the Secretary for Administration and Justice, Wong Sio Chak, emphasized the role of mid- and senior-level officials in implementing public policies, calling for a more proactive and pragmatic approach.
The session also included representatives from the Liaison Office of the Central Government and various public departments, reinforcing Macau’s commitment to integration into national development.
