Mozambican president Daniel Chapo today called for European Union investment in the energy sector in Brussels, saying this is the path to establishing four million new connections and achieving universal electricity access by 2030.

Speaking at the RENMOZ in Europe Business Forum in Brussels, Chapo said Mozambique has advanced rapidly in electrification, rising from 26.5% in 2016 to 65% by end of 2025 — one of the fastest growth rates in Africa — with the ambition of reaching universal energy access by 2030 by connecting four million new households.

“This objective will require significant investments in generation, transport, distribution and off-grid solutions. It is precisely to mobilise these investments that we are holding this forum today,” he said.

Chapo said Mozambique wants to build a modern, sustainable and competitive energy sector capable of driving economic transformation and contributing to regional and global energy security. To this end, the country has advanced its Energy Transition Strategy, aimed at developing a modern renewable-based energy system, valorising natural gas, promoting green industrialisation and accelerating the adoption of clean energy in transport.

The president said Mozambique is committed to promoting productive energy use, linking electrification with rural development plans, agricultural modernization and the growth of small and medium industries — all of which require capital, technology, innovation and “solid and lasting strategic partnerships.”

“It is precisely for this reason that we are here today: to deepen cooperation between Mozambique and Europe and mobilize investments capable of transforming our immense energy potential into shared prosperity,” Chapo said.

Mozambique is also introducing new energy commercialization models and advancing the creation of a National Electricity System Manager, establishing a system operator and a market operator to improve energy planning and market management efficiency.

Chapo highlighted the country’s structural projects under way, including the Temane Thermal Power Plant and the Mphanda Nkuwa hydroelectric project, and noted that Mozambique currently exports more than 1,200 megawatts of electricity to regional countries while establishing itself as a relevant player in the global LNG market.

“These developments strengthen regional energy integration and create solid foundations for sustainable economic growth. But above all, they create concrete opportunities for investment partnerships,” he said.
