Sam Hou Fai spoke to China News Service in Beijing on Wednesday, setting out the administration’s core priorities regarding legal obligations, governance structures, and international relations, according to TDM.
National Security as a Priority
Sam Hou Fai stressed that the government places the maintenance of national security at the forefront of its agenda to ensure lasting peace and order. He described national security legislation as a constitutional responsibility that the Special Administrative Region must fulfil.
According to the Chief Executive, the established legal systems and enforcement mechanisms for national security provide a fundamental guarantee against the impacts of a complex and shifting external environment.
Governance and Integration
Regarding governance, Sam Hou Fai pointed out that consolidating and implementing an executive-led system is a fundamental requirement for the correct implementation of the Constitution and the Basic Law. He noted that this approach is necessary to resolve deep-rooted social contradictions and to enable Macau to adapt proactively to change.
The Chief Executive also pledged to further advance Macau’s integration into the national development strategy. He stated that the government would align Macau’s upcoming “Third Five-Year Plan” with the national “15th Five-Year Plan” to ensure the city actively meets national development goals.
International Engagements
Looking ahead to international engagements in 2026, Sam Hou Fai announced plans to visit Portugal and Spain. He also intends to lead a delegation to Malaysia and Indonesia to further strengthen Macau’s ties with Southeast Asian nations.
