In his speech at the dinner, Sam Hou Fai stated that this year’s government work is progressing steadily and that the MSAR’s third five-year development plan is under intensive preparation. He emphasized that over the past year, under the leadership of the Central Government and through the joint efforts of the MSAR Government and various sectors of society, Macao’s economic and social development advanced in a stable manner, with the main governance objectives largely achieved. He also expressed gratitude for the support and commitment of MPs to the NPC and of the members of the CPPCC.
The Chief Executive highlighted the role of these representatives as participants at the highest level of national governance and as a core force of the principle of “patriots governing Macao”. He shared three points in line with the spirit of the important instructions of President of the People’s Republic of China, Xi Jinping.
First, he called for strengthened communication with residents, greater social consensus, and firm safeguarding of national security and social stability under the framework of “One Country, Two Systems”. Second, he urged them to set an example by supporting the appropriate economic diversification of Macao, advancing public administration reform, and promoting integrated development between Macao and Hengqin. Finally, in view of the upcoming national “Two Sessions”, he encouraged them to fulfil their duties with dedication, speak candidly, and submit constructive proposals.
Looking ahead, Sam Hou Fai reaffirmed that the MSAR Government will align with the country’s 15th Five-Year Plan, formulate and implement Macao’s third five-year plan, safeguard national security, and promote economic development, including advancing the Guangdong–Macao Intensive Cooperation Zone in Hengqin.
