Speaking today to a joint delegation of members of the Chinese People’s Political Consultative Conference (CPPCC) from the two Special Administrative Regions (SARs), Ding highlighted the central government’s comprehensive understanding of the current situation in Hong Kong and Macau, as the delegates gathered to discuss national strategy and regional integration.
Standing Committee member Chui Sai Cheong quoted the Vice Premier as laying out five key expectations for the delegates, according to TDM. Foremost among them is the need to capitalize on the opportunities presented by the upcoming “15th Five-Year Plan,” utilizing the SARs’ unique strengths to serve as a “super connector” in economic and international affairs.
Ding Xuexiang also stressed the need to implement an executive-led governance system. According to Chui Sai Cheong, the Vice Premier clarified that this responsibility does not rest solely with the Chief Executive but requires the coordinated effort and support of all sectors.
The remaining points focused on promoting the high-quality translation of scientific research, maintaining vigilance to safeguard the bottom line of national security, and strengthening patriotic forces through youth education and community unity.
Macau CPPCC member and Macau secretary for Social Affairs and Culture, O Lam stated that the five directives provide a clear roadmap for the SAR’s future work and have bolstered confidence in the region’s governance.
She noted that these instructions would help generate a powerful consensus to uphold executive-led government and consolidate the principle of “patriots governing Macau.” O Lam added that the guidance encourages Macau to actively serve the country’s overall development and contribute to Chinese modernization.
During the session, member Ng Chi Leong focused his address on the transmission of the patriotic spirit in Macau. Ding Xuexiang reportedly responded with emotion to these remarks, emphasizing that Macau shares a common destiny with the nation.

He urged members to build platforms that allow young people to understand national conditions, transforming them from bystanders into active participants and builders of the country.
Regarding regional cooperation, the Vice Premier expressed hope for greater breakthroughs in the development of Hengqin. He specifically pointed to the need for industrial upgrades and the extension of development space between Macau and the cooperation zone.
The meeting concluded with a reaffirmation of the central government’s support for the SARs’ integration into the national development framework.
