Ding Xuexiang, the Vice Premier and member of the Politburo Standing Committee overseeing Hong Kong and Macau affairs, made the comments on Friday morning in Beijing, according to TDM. He was addressing a joint panel meeting of national political advisors from the two regions during the ongoing “Two Sessions.”
He pointed out that achieving genuine executive-led governance is “by no means easy.” He noted that while the Chief Executive and the SAR governments must enhance their sense of ownership and responsibility as “masters of the house,” they cannot act in isolation.
The Vice Premier stated that for the system to function effectively, the legislative and judicial branches must also provide necessary cooperation and support.
“Executive-led governance is not a matter for the Chief Executive alone,” Ding Xuexiang emphasised. He described the system as a “common responsibility” shared by the government, citizens, and all sectors of society.
The meeting underscores Beijing’s continued focus on the governance structures of the two Special Administrative Regions.
