Speaking at the Macao Chamber of Commerce’s Spring Dinner on Thursday, the Chief Executive acknowledged the steady economic recovery and progress in the Hengqin Deep Cooperation Zone over the past year.
He emphasized that recent achievements, which received recognition from President Xi Jinping during the December duty visit, were made possible through the collective efforts of the industrial and commercial sectors.
Sam Hou Fai outlined five key expectations for the sector, primarily urging businesses to act as the “driving force” for economic diversification.
He called on entrepreneurs to enhance their sense of responsibility, embrace change, and actively participate in the “1+4” industrial development strategy to improve the quality of local industries.
Sam Hou Fai also positioned the business community as “pioneers” in the construction of the Hengqin Guangdong-Macao In-Depth Cooperation Zone and encouraged the sector to leverage the “Macau + Hengqin” alignment by guiding quality resources and enterprises to settle in the zone, thereby expanding Macau’s development space.
Regarding political stability, the Chief Executive stressed the need for the sector to remain staunch supporters of the “One Country, Two Systems” principle. He expressed hope that the Chamber would continue to uphold core patriotic values, support the government’s law-based administration, and safeguard national security.
On the social front, Sam Hou Fai called for the maintenance of harmonious labor relations and the fulfillment of social responsibilities. He urged business leaders to act as “guides” for youth development, creating an environment that encourages the younger generation to explore opportunities in the Greater Bay Area.
“We hope the business sector will continue to unite broad forces, actively integrate into the overall national development, and build consensus for Macau’s long-term prosperity,” he stated during the address.

Looking ahead, the Chief Executive confirmed that the government will proactively align with the national “15th Five-Year Plan.” The administration is also currently working on the pragmatic preparation and implementation of the SAR’s own “Third Five-Year Plan.”
