In an exclusive interview with TDM, Sam Hou Fai emphasized that staying connected to the “pulse of society” is critical for the “formation and execution of effective policies”.
He revealed that he has explicitly advised officials during work meetings to prioritize direct engagement with the public.
Since taking office over a year ago, the Chief Executive has conducted numerous site visits, including the Patane Market, Ilha Verde, the former Canidrome, Praia do Manduco, and Mong Ha Social Housing.
He described these visits as a “fundamental requirement for establishing a service-oriented government and ensuring scientific decision-making”.
“Visiting districts is my interest, but it is also a necessary requirement for staying close to people’s livelihoods,” Sam Hou Fai stated during the interview. “It allows us to gain inspiration for governance,” he added.

Highlighting the practical impact of these inspections, the Chief Executive cited his visit to the former Canidrome as a key example.
He noted that during the visit, he recognized the urgent need of the area’s more than 100,000 residents for a leisure center.
Consequently, the government decided to launch the construction of the Citizens’ Sports Park following internal meetings based on those observations.
The Chief Executive concluded that continuous interaction with the community remains a priority for his administration to ensure policies meet the actual needs of the population.
