Security Reinforced Through Technology

“We must be pragmatic (…) realistic, and we must also take into account the use of new technologies to make up for” the lack of manpower, stressed the Secretary for Security, Chan Tsz King, when presenting the 2026 Policy Address. The priority for next year focuses on strengthening national security and increasing the use of surveillance systems, particularly the street cameras that have already helped solve more than 38,000 cases.

The Commissioner-General of the Unitary Police Service, Leong Man Cheong, revealed that since 2016, the video-surveillance network — known as *Eyes in the Sky* — has made it possible to solve crimes such as homicide, drug trafficking, robbery, theft, arson, possession of prohibited weapons, and fraud. The five phases already implemented include more than 1,920 cameras, with the sixth phase expected to add around 800 by 2027, including 120 in Zone A of the new landfills.

The technological push is accompanied by the creation of a national security risk alert system planned for 2026. The Government aims to implement monitoring indicators and early-warning mechanisms, following the principle of “strictly preventing acts of interference and sabotage” by “external forces,” Chan Tsz King underlined during his first Q&A session with lawmakers since being appointed Secretary by Sam Hou Fai.

Strategic measures include strengthening cooperation with Mainland China and Hong Kong, updating recognition and border-control systems, and installing more automated channels with biometric identification. The Government also intends to develop smart-checkpoint models and speed up the circulation of goods through technologies applied to customs risk assessment.

Operationally, authorities will maintain police operations such as the “Winter Preventive Operation” and intensify the fight against illegal work. This year, 76 cases involving 173 individuals were detected, an increase compared with 2024. According to official data, overall crime fell up to October, with reductions in violent crime, fraud and drug-related offences.

The Government also promises to reinforce civil-protection response capacity, with more drills, updated rescue equipment and cross-boundary coordination with Guangdong and Hong Kong. In correctional management, plans include technological modernization of the Coloane Prison and the strengthening of social-reintegration programmes.

Chan Tsz King acknowledged that limited human resources will be an increasing challenge, with many retirements expected in the coming years, but insisted that technological modernization will allow Macau to maintain its security level. “We must be pragmatic, we must be realistic, and we must also take into account the use of new technologies to make up for this shortfall,” he told lawmakers.
