André Cheong, who held the Administration and Justice portfolio until now, becomes an appointed deputy by the Chief Executive. The decision takes effect on October 16. Wong Sio Chak, previously the Secretary for Security, will head the Administration and Justice office, taking over from André Cheong, who leaves the position and joins the list of seven appointed deputies to the eighth Legislative Assembly of the SAR.

The Executive Council also designated Chan Tsz King as Secretary for Security and Tong Hio Fong as Prosecutor of the Public Ministry. The appointments naturally imply resignations: André Cheong leaves Administration and Justice, Wong Sio Chak leaves Security, and Chan Tsz King steps down from the position of Prosecutor, all effective October 16.

Additionally, through Executive Order No. 44/2025, the seven deputies appointed by the Chief Executive to the eighth Legislative Assembly were confirmed: André Cheong, Lei Wun Kong, Kou Kam Fai, Chao Ka Chong, Lam Fat Iam, Wong Ka Lon, and Kou Ngon Seng.
