China confronts international sanctions

The Chinese government announced this week the implementation of new rules aimed at strengthening the country’s measures against sanctions imposed from abroad.   

The new provisions regulate the enforcement of the law against foreign sanctions, which was passed in 2021. It stipulates that individuals or entities involved in adopting or implementing discriminatory measures against Chinese citizens or entities may be included in a sanctions list prepared by the authorities, the Chinese government stated.   

Those listed may be barred from entering Chinese territory, where their assets may be frozen or subject to seizure.   

The Chinese government is targeting foreign countries that “violate international law,” “use various pretexts or their own laws to contain or suppress China,” and those that “interfere in China’s internal affairs.”   

The government also warned that individuals or organizations that “commit or support acts that endanger China’s sovereignty, security, and development interests” could be added to the list.   

The regulations further specify that individuals on the list will face restrictions regarding business dealings with Chinese individuals or entities. They outline domains where restrictions can apply to foreign individuals and organizations, including education, science and technology, legal services, environmental protection, economy and trade, culture, among others.   

The limitations also include the prohibition or restriction of participation in import and export activities related to China. The law against foreign sanctions was enacted in 2021 to “safeguard national sovereignty, dignity, and fundamental interests,” according to its preamble.
