Professional development and the smart transformation of construction talent

In light of changing economic conditions, a decline in private construction projects is expected, creating employment and development challenges for the local construction industry. At the same time, Macau is set to launch four major construction projects. The government is expected to adopt concrete policy measures to ensure the meaningful participation of local companies and workers in these developments.

In addition, the government should consider establishing a construction workforce and talent database based on the actual needs of the market. Such a system would help companies identify qualified professionals while making it easier for local technical workers to enter the job market.

The government plans to roll out several major projects, including the Macau International Tourism and Cultural Zone, the Macau Science and Technology Research and Development Industrial Park, the Macau–Hengqin International Education and University City, and the Macau Pearl River West Bank International Air Transport Hub.

These projects present critical opportunities for the transformation and modernization of the construction sector, but they also require higher levels of professional expertise and technical capability among the local workforce.

To promote the high-quality development of the construction industry, the government should not only ensure local participation through policy measures and procurement requirements, but also work closely with professional associations, higher education institutions, and industry stakeholders. Improving the vocational training system and establishing a professional certification framework will be essential to developing talent that meets the industry’s evolving needs.

At the same time, authorities should strengthen the alignment between the local industry and market demand. Through technological innovation—including the promotion of smart construction sites and AI-powered project supervision—the sector should accelerate its digital and intelligent transformation.

Meanwhile, efforts should be stepped up to harmonize construction standards and technical specifications between Hengqin and Macau, enhancing the competitiveness of Macau’s construction industry and expanding its opportunities for regional development.
