The President of the Court of Final Appeal, Song Man Lei, has ordered the appointment of Celestino Lei, on a secondment basis, to serve as Chief of the Office of the President of the Court of Final Appeal for a period of one year, according to orders published in the Official Gazette of the Macao Special Administrative Region.
Celestino Lei will thus step down from his role as Deputy Chief of Staff, a position from which he will be relieved on the same date the new appointment takes effect.
In a second order, the President of the Court delegated to the new Chief of Staff a broad range of responsibilities related to the administrative, financial, and human resources management of the Office and the courts at various levels.
Among the delegated powers are the signing of appointment decrees, the swearing-in of staff, the approval of vacations and leaves of absence, the authorization of overtime, the appointment and reappointment of employees, as well as the signing of administrative contracts and individual employment contracts.

Celestino Lei is now also authorized to approve expenses related to the operation of the courts and the Office up to 150,000 patacas (approximately 16,000 euros) per transaction, including rent, electricity, water, cleaning, and security costs.
The order also allows the new head to approve contracts for the procurement of goods and services, authorize insurance for staff and equipment, approve entertainment expenses up to 20,000 patacas (2,134 euros), and represent the Office in the signing of public instruments and contracts.
The delegated powers may also be subdelegated to directors, managers, and advisors, by means of an order published in the Official Gazette and approved by the president of the Court of Final Appeal, according to the official document. The orders take effect as of June 1, 2026.
