Macau launches public consultation on new Five-Year Plan

The Macau Government is launching a 40-day public consultation today (the 20th) on the Macao Special Administrative Region’s 3rd Five-Year Socio-Economic Development Plan, a document that sets out the city’s strategic priorities for the period from 2026 to 2030

The public consultation period runs from May 20 to June 28, allowing for the collection of opinions and suggestions from various sectors of society and the general public regarding the consultation document for the 3rd Five-Year Plan for the Socio-Economic Development of the Macao Special Administrative Region (2026–2030).

The plan aims to further implement the guidelines set forth by Chinese President Xi Jinping during his visit to Macao, as well as to strengthen coordination with the 15th National Five-Year Plan and capitalize on opportunities associated with the country’s development strategies, according to the Government.

The Executive also notes that the document was drafted based on an assessment of the implementation of the 2nd Five-Year Plan and extensive studies, to consolidate Macau’s competitive advantages, accelerate high-quality economic development, and promoting closer integration into the national context.

The consultation document is structured into 10 sections and 36 chapters, covering areas such as safeguarding national security, social stability, strengthening the SAR’s governance capacity, appropriate economic diversification, the development of the Guangdong-Macao In-depth Cooperation Zone in Hengqin, education, science and technology, the well-being of the population, and the construction of a “beautiful and smart Macau.”

The Government emphasizes that the 3rd Five-Year Plan will serve as a guiding document for the socio-economic development of the Macau SAR over the next five years, setting out the region’s strategic direction and main lines of action through 2030.

The authorities are calling for the active participation of the public and various sectors of society, noting that public input will be crucial to planning Macau’s future development.

Starting today, residents can pick up the consultation document free of charge at the Public Information Center, Macau SAR Service Centers, and service stations on the islands. They may also view or download the digital version via the Macau SAR Government Portal and the dedicated webpage of the Bureau of Policy Studies and Regional Development.

During the consultation period, feedback may be submitted via the Macau One Account app and webpage, the consultation’s dedicated webpage, by phone, email, postal mail, or fax.
