The high-level discussions come as Macau prepares to draft its third Five-Year Plan to synchronize with broader national strategies. Both regions are seeking to strengthen the “Macau-Zhuhai pole” and transform the Greater Bay Area into a world-class city cluster through enhanced economic, technological, and public service cooperation.
During the meeting with Guangdong Provincial Party Secretary Huang Kunming and Governor Meng Fanli, the chief executive emphasised the need to implement the “Macau + Hengqin” development model.
He outlined several landmark projects designed to drive this integration, including the Macao-Hengqin International Education City, a forward cargo terminal for the Macau International Airport in Hengqin, and the Hengqin section of the Guangzhou-Zhuhai (Macau) High-speed Railway.
These initiatives aim to achieve both physical infrastructure connectivity and the harmonization of regulatory mechanisms between the two jurisdictions.
Guangdong Party Secretary Huang Kunming congratulated Macau on its recent socio-economic progress and highlighted the significance of the recently co-hosted 15th National Games.
“The success of the Games vividly demonstrated the vitality of Chinese modernization and the unique advantages of the ‘One Country, Two Systems’ framework,” the Secretary said.

Huang Kunming added that Guangdong will focus on the Greater Bay Area’s “one point, two bases” positioning to synergise policies with Macau. The province plans to boost the efficiency of the Hengqin In-Depth Cooperation Zone, attract global resources, and expand the “four new” industries to facilitate employment and living for residents.
The Macau delegation included Secretary for Administration and Justice Wong Sio Chak, Secretary for Economy and Finance Tai Kin Ip, and Chief Executive’s Office Director Chan Kok. Guangdong representatives included Executive Vice Governor Zhang Hu, Head of the United Front Work Department Wang Xi, Vice Governor Zhang Guozhi, and Provincial Government Secretary-General Chen Min.
Moving forward, both governments will continue to deepen their all-around cooperation, aiming to inject new momentum into the high-quality development of the region and further embed Macau into the overall national development framework.
