Social Welfare Bureau plans to increase childcare capacity, set up “baby rooms” to promote emotional education for young children

The Director of the Social Welfare Bureau, Hon Wai, stated that in 2026, they will increase the number of childcare slots for children under two years old by 150 through internal adjustments. They will also promote the establishment of "baby rooms" as demonstration units to provide care skills and parenting guidance for new parents.

At the same time, the authorities will introduce emotional education for young children into childcare services. Staff training has been completed, and conditions are now in place to promote this to parents; related parenting information will also be integrated into the cross-departmental “Parent Academy” platform.

Han Wai pointed out that by the end of 2025, the authority had successfully issued 15,390 childcare allowances, with online applications being the primary method. In terms of childcare services, there are currently 7,700 childcare slots, covering 75% of the population of children under three years old, which is the highest proportion among neighboring regions.

Furthermore, regarding the “Survey of Elderly Living Alone and in Two-Generation Families,” the authorities have already contacted more than 14,000 elderly individuals and aim to complete the work in the first quarter of this year.
