Data released by the Gaming Inspection and Coordination Bureau showed that GGR in December alone totalled MOP20.88 billion, representing a 14.8% increase from a year earlier and marking the strongest December performance since the COVID-19 pandemic. On a month-on-month basis, however, revenue edged down by about 0.95%.
The December performance was largely supported by holiday-related travel demand. Despite the absence of extended public holidays in mainland China during the Christmas period, visitor flows remained steady. According to police figures, Macau recorded about 1.14 million inbound visitors between December 20th and 28th, while total cross-border movements during the nine-day period reached 6.25 million.
Macau’s cumulative visitor arrivals for the year surpassed pre-pandemic levels, reaching 39.41 million by 11 a.m. on December 27th, exceeding the total recorded in 2019.
Despite the improvement, full-year gaming revenue in 2025 remained around 15.4% below the MOP292.46 billion recorded in 2019, indicating that the sector has yet to fully return to its pre-pandemic peak.
