The government said the Public Service Concession Contract for the Supply of Electricity had been amended and extended by 15 years from its original expiry on 31 December, pushing the end date to 2040.
Officials stressed that the renewal does not affect the government’s right to reclaim the concession in the future. CEM will also be required to meet with the authorities 36 months before the new expiry date to negotiate future arrangements.
The amendments add new obligations for CEM to carry out the government’s electricity resource plans and implement low-carbon measures. The statement said the changes are intended to ensure stable and diversified power supply, gradually improve Macau’s energy structure, and reduce greenhouse-gas emissions.
Under the revised terms, CEM must operate and expand the power grid in line with principles of efficiency, safety, durability, reliability, environmental protection and economic viability.
