The Executive Council has concluded discussions on the draft law entitled “Law on the Catering and Beverage Activity and Related Establishments”, which will be submitted to the Legislative Assembly. The new legislation replaces Decree-Law No. 16/96/M, in force for more than 25 years, and seeks to modernize, simplify, and streamline the legal framework governing catering and beverage establishments, reducing operating costs and improving the business environment of the sector.
The proposal aligns with the Government’s policy of “administrative streamlining, delegation of powers, and service optimization”, aiming to enhance interdepartmental coordination and create a fairer, more transparent, and predictable market.
Among the main changes is the unification of existing categories — restaurants, bars, and food and beverage establishments — into a single type designated “catering and beverage establishments”, which will fall under the supervision of the Municipal Affairs Bureau (IAM). Dance halls will remain an independent category under the Tourism Office (DST).
The bill also introduces a simplified registration system for establishments of up to 120 square meters, involving only minor, low-risk renovations, allowing them to open to the public upon issuance of a registration certificate. It further provides for an update of administrative fines, strengthening the law’s deterrent effect.
To ensure a smooth transition, already licensed establishments will temporarily remain under their current supervisory authorities. The proposal also relaxes restrictions on renovation works in protected zones, expediting commercial projects while safeguarding heritage preservation.
With this initiative, the Government aims to stimulate local entrepreneurship, improve the economic environment, and enhance the competitiveness of Macau’s catering and beverage sector.
