The United States said on Thursday that the People’s Republic of China had shown goodwill by declaring itself “willing” to discuss the reduction of nuclear arsenals under certain conditions and invited Beijing to join Vienna’s negotiations with Russia.
“The United States welcomes China’s commitment to participate in arms control negotiations,” the State Department said in a statement, referring to statements by a senior official at the Chinese Ministry of Foreign Affairs, Fu Cong.
