New York City Mayor Zohran Mamdani challenged the federal government to execute an International Criminal Court arrest warrant against Israeli Prime Minister Benjamin Netanyahu, calling the foreign leader a war criminal while acknowledging that local authorities lack the legal power to detain him.
The mayor’s remarks follow days of intense debate over whether the New York Police Department could take action when Netanyahu attends the upcoming United Nations General Assembly in September. Mamdani explained that municipal legal experts evaluated whether city law enforcement possessed independent authority to enforce the international warrant, ultimately concluding that local officers do not have the jurisdiction to act without federal authorization.
Delivering an address flanked by official flags, Mamdani stated that the Israeli prime minister is unwelcome in New York City. He argued that while municipal authorities cannot single-handedly halt the conflict, local leadership must refuse to stay silent and use available platforms to speak out against human rights violations.
Federal action against the Israeli leader remains virtually non-existent. President Donald Trump publicly dismissed the possibility of an arrest, affirming that the United States would not detain the head of state of a key international partner.

Additionally, the United States is not a signatory to the Rome Statute that established the International Criminal Court, limiting the legal reach of its mandates within American borders.
Israeli diplomats swiftly condemned the mayor’s video address. Danny Danon, Israel’s ambassador to the United Nations, accused Mamdani of disseminating propaganda and urged him to focus on local governance rather than international posturing. Netanyahu’s office similarly criticized the mayor, describing his rhetoric as an attempt to divert attention from domestic municipal issues while targeting the leader of an allied nation.
The International Criminal Court issued arrest warrants for Netanyahu and former Defense Minister Yoav Gallant over allegations of war crimes and crimes against humanity stemming from military operations in Gaza.
The court cited the restriction of essential humanitarian supplies, including food, water, and medical resources. Israeli officials have repeatedly denied the charges, maintaining that military forces take extraordinary precautions to minimize civilian harm while combating militant groups.
