Brazilian President Luiz Inácio Lula da Silva issued a sharp public rebuke against Senator Flávio Bolsonaro following the lawmaker’s formal appeal to the United States government regarding impending trade penalties. Lula fiercely criticized a document sent by the opposition senator to Washington, labeling it a betrayal of national sovereignty that attempts to weaponize international trade barriers against domestic political rivals ahead of Brazil’s upcoming general elections.
The diplomatic friction escalated after Flávio Bolsonaro—the eldest son of the former president and a prominent opposition leader—submitted an 86-page position paper to the Office of the United States Trade Representative (USTR).
The USTR recently finalized an investigation that could subject Brazilian imports to unilateral 25% retaliatory tariffs, largely driven by Washington’s scrutiny of Brazilian fiscal policies and digital infrastructure, such as the widely adopted Pix instant payment system.
In his detailed submission to the USTR, Senator Bolsonaro explicitly argued that implementing the punitive trade measures immediately would inadvertently provide a political boost to Lula’s leftist administration. The senator requested that the USTR postpone any final decision on the “tariff explosion” for a period of 180 days, pushing the economic fallout past Brazil’s pivotal October general elections.

President Lula vigorously rejected the proposal on social media, asserting that trade sanctions against the Brazilian economy are entirely unwarranted regardless of domestic electoral timelines. “It is unacceptable that the Bolsonaro family, with its submissive alignment, wants to subject Brazil to the interests of the United States,” Lula stated.
“Asking for the tariff hike against our country to be postponed until after the elections is yet another act by traitors to the Homeland. There has never been, and there is not now, any justification for a tariff hike, whether today or later.”
Lula further alleged that the root cause of the current trade dispute stems from the opposition’s historical rhetoric, claiming the Bolsonaro family had previously welcome foreign trade pressures to undermine the current administration’s standing.
The presidential rebuke also targeted the senator’s policy recommendations regarding the Southern Common Market (Mercosur). In the USTR document, Flávio Bolsonaro asserted that Brazil should strip away its regional trade obligations to negotiate a direct, unilateral bilateral trade agreement with the United States.

Lula counter-argued that attacking Mercosur—especially following the trade bloc’s landmark agreement with the European Union—directly compromises the economic stability and long-term interests of the Brazilian population.
As the USTR’s public comment window closed ahead of a high-level public hearing scheduled in Washington, the Brazilian government filed its own formal counter-arguments against the American trade investigation.
Representing the executive branch, Brazilian trade officials maintained that the USTR has failed to provide empirical evidence demonstrating that modern Brazilian digital commerce frameworks are discriminatory or harmful to North American commerce.
The administration is officially demanding that Washington abandon all unilateral punitive measures in favor of standard multilateral trade channels.
