A self-exiled Chinese business tycoon has been sentenced to 30 years in a United States federal prison for orchestrating a massive financial fraud scheme. A federal judge stated that the operation cost more than 1,000 victims worldwide hundreds of millions of dollars, destroying lives while funding a lavish lifestyle for the dissident billionaire.

Guo Wengui, who fled China a decade ago and subsequently reinvented himself in the United States as a fierce, high-profile critic of the Chinese Communist Party, received his sentence in a Manhattan federal court from Judge Analisa Torres.

Guo, once ranked among China’s wealthiest real estate moguls, was also ordered to forfeit 889 million dollars in restitution. The sentencing follows a 2024 trial in which a jury unanimously found him guilty of various securities offenses, wire fraud, and money laundering. He had been in federal custody since his arrest by the FBI at his luxury Manhattan apartment overlooking Central Park.

During the court proceedings, Judge Torres noted that Guo, who also operates under the names Miles Guo and Ho Wan Kwok, specifically preyed on individuals who supported bringing democracy to China. Instead of advancing that political cause, Guo diverted investor funds to finance his own extravagant personal expenditures.

The judge read aloud excerpts of letters from victims who detailed losing their entire life savings, experiencing severe psychological distress, and suffering deep alienation from family members due to their financial ruin. One victim, Wei Chen, testified directly to the court that Guo’s fraudulent activities had completely destroyed her life and the lives of her family members.

Federal prosecutors had requested a minimum 30-year sentence, arguing that Guo’s extensive financial schemes spanned from 2018 to 2023, leaving behind a profound wreckage of financially and emotionally devastated families. Prosecutors highlighted that Guo refused to take any personal responsibility for the fallout, choosing instead to claim that his actions caused no financial losses and harmed no one.

Guo’s defense team argued for leniency by framing their client as the target of a pervasive, life-threatening political pursuit by the Chinese government. In their court filings, his attorneys asserted that a lengthy prison term would validate an international smear campaign coordinated by Beijing and ultimately discourage other Chinese dissidents from participating in public activism.

Guo himself briefly addressed the court, complaining about his deteriorating health and defending his intentions by reiterating that his primary purpose for migrating to the United States was to destroy the Chinese Communist Party.

After moving to New York, Guo established strong ties with prominent American right-wing figures, most notably Steve Bannon. Together, Guo and Bannon launched an anti-communist political advocacy group called the New Federal State of China.

The close relationship between the two men drew intense public scrutiny, particularly when Bannon was arrested by federal federal agents while aboard Guo’s luxury yacht on unrelated fraud charges connected to a private fundraising campaign for a southern border wall.
