Sam Hou Fai presided over a drafting work meeting for the Macao Special Administrative Region’s Third Five-Year Plan (2026-2030) at the Government Headquarters today (Mar 18). The session reviewed the progress of the drafting committee and established the framework to ensure the city effectively integrates into the broader national development strategy.
The drafting process is progressing smoothly, with departments actively providing data for the initial draft and consultation text, according to the Chief Executive. Preliminary research is currently underway to support the planning phase.
During the meeting, Sam Hou Fai emphasized the need to closely connect with the national plan, highlighting six key tasks and four major projects. These initiatives focus on strengthening economic, technological, and cultural cooperation with mainland China, advancing financial market interconnectivity, and deepening collaborative innovation in industry, academia, and research.
Specific infrastructure goals include coordinating port, airport, and railway development, particularly the Guangzhou-Zhuhai (Macau) high-speed rail connection. The plan also prioritizes deepening integration with Hengqin through projects such as a forward cargo terminal for the Macau International Airport and an international education city.

Furthermore, Sam Hou Fai called for a scientific, forward-looking and practical approach to drafting, focusing on high-quality development, improving governance, and solving livelihood issues. He mandated clear divisions of labor among departments, alongside the establishment of evaluation and supervision mechanisms, as well as policy coordination and guarantee mechanisms.
“We must firmly implement the ‘One Country, Two Systems’ and ‘Patriots Governing Macau’ principles to elevate governance efficiency,” said Sam Hou Fai. He also urged all departments to work collaboratively, stating that the government should uphold the concept of “discussing and working together” to complete the drafting process with high quality.
The meeting was attended by key officials, including Legislative Assembly President André Cheong Weng Chon, Court of Final Appeal President Song Man Lei, principal officials, the Prosecutor General, and the drafting team from the Policy Research and Regional Development Bureau.
