Portugal to help Guinea-Bissau return to democratic normalcy

Portuguese Minister of Foreign Affairs Paulo Rangel declared in parliament today that the Portuguese government wants to help Guinea-Bissau return to democratic normalcy, emphasizing that the sovereignty of the Bissau-Guinean people is paramount.

During a regular hearing before the Committee on Foreign Affairs and Portuguese Communities, Socialist MP Luís Testa questioned Rangel regarding Portugal’s diplomatic actions concerning Guinea-Bissau and its suspension from the Community of Portuguese Language Countries (CPLP).

The CPLP suspension was enacted by the organization’s heads of state and government last December following a military coup that overthrew the constitutional government on November 26, 2025.

In response, Rangel assured lawmakers that Lisbon remains in constant contact with the CPLP, its member states, the African Union, and the Economic Community of West African States (ECOWAS), which also suspended the country.

“The sovereignty of the Bissau-Guinean people is above everything else, and we are trying to help so that there can be a swift return to democratic normalcy,” the foreign minister concluded during the parliamentary debate.

Since the military intervention interrupted the electoral process in November 2025, Guinea-Bissau has been governed by a transitional regime led by a Military Supreme Command, which subsequently established a National Transitional Council.

The military junta altered the nation’s constitution by decree and scheduled new general elections for December 2026, a timeline that has drawn heavy scrutiny from international observers and domestic political coalitions.

The unconstitutional change of power has sparked severe internal and international backlash, accompanied by frequent reports of opposition repression, arbitrary detentions without formal charges, and significant restrictions on civic freedoms.

Human rights organizations and global monitoring bodies have repeatedly warned of a severe erosion of the rule of law and an increasingly volatile security environment inside the West African nation.

As a result of the democratic backsliding, Guinea-Bissau faces widespread diplomatic isolation and remains suspended from major international organizations demanding the immediate restoration of constitutional order and the release of political prisoners.

The African Union, ECOWAS, and the CPLP have all frozen the country’s participation, with the CPLP taking the additional step of stripping Guinea-Bissau of its rotating presidency.

The rotating leadership of the Portuguese-speaking bloc was subsequently transferred to East Timor to ensure institutional continuity while diplomatic pressure mounts on the military junta in Bissau.
