Mozambique: state inspector promises ethical and more active oversight

The newly appointed Inspector-General of the Mozambican State, Carmelita Namashulua, promised today an ethical and “more active” inspection system aimed at improving audits and oversight of the public administration.

“We will do everything in our power to have a more active inspection, so that we can improve the auditing process we conduct, the inspections in public administration, and the transparent management of resources, whether financial or material,” the new Inspector-General stated following her swearing-in ceremony.

Namashulua, who previously served as the Minister of Education and Human Development from 2020 to 2025, was sworn into office at the Presidency of the Republic in Maputo, alongside Emanuel Mabumo and Laura Nhancale, who will serve as Deputy Inspectors-General.

“We know very well that where there is corruption, the entire process of development stalls, which is why we need a public administration that is more active, transparent, and more ethical in its actions,” the Inspector-General said, promising concrete actions to curb illegal practices.

Mozambican President Daniel Chapo requested today that the newly installed State Inspectorate-General (IGE) guarantee “that public resources are managed with strict rigor,” while simultaneously warning that the inspectors themselves must lead by example.

“In a context where the country pursues its economic and social development agenda, we want to reiterate that your mission is to ensure that public resources are managed with rigor, that regulations are respected, and that citizens’ rights are protected,” Daniel Chapo stated during the morning inauguration of the first IGE leaders.

“You are the helmsmen of an institution created from scratch, so bear in mind that the work you will perform is not won merely through laws or decrees, but with committed people of integrity,” the President affirmed.

“Remember that a State that demands integrity must first be upright in its own conduct and actions, because as the popular adage reminds us: ‘it is not enough for Caesar’s wife to be honest; she must also appear honest,'” the Head of State emphasized.

He also argued that the creation and now the “full entry into operation” of this body represent a decisive step toward accountability in the management of public affairs and the defense of State assets. Furthermore, he noted its role in promoting integrity, transparency, and reinforcing the mechanisms for preventing and combating corruption within the public administration, which remains a key pillar of his governance strategy.

“This body is responsible for, among other duties, ensuring functions of auditing, oversight, inspection, and administrative, financial, and patrimonial monitoring of the State,” Chapo outlined, recalling that its creation was a key campaign promise.
