IMF remains open to financing Mozambique

The Mozambican government today stated that the International Monetary Fund (IMF) remains open to a support programme with financing for the country, including budget support, denying reports that the institution had refused such an agreement.

“There is no indication of any express refusal of any financing request by the IMF regarding our country. On the contrary, there is openness from this institution to begin discussions with the country based on the recommended assumptions [in the assessment] and beyond, which could culminate in an extended credit facility programme that includes budget financing,” said government spokesman Inocêncio Impissa.

The spokesman was speaking to journalists in Maputo at a briefing addressing the IMF’s recent regular assessment of the country — published in February — responding to public claims in recent weeks about the fund’s alleged refusal of a new programme with Mozambique.

Lusa reported in February that the IMF had not anticipated decisions on new support for Mozambique, noting that pending credit with the institution had already reached 226% of the country’s quota in the most recent assessment. “A post-financing assessment is scheduled for August 2026,” reads the IMF’s recommendations following the regular Article IV consultations approved on February 13, which contain no information about the possibility of a new programme with financial support, something Mozambique has been seeking.

The document notes that under the last ECF (Extended Credit Facility) programme, the IMF had approved around $468 million (€398.5 million) in financing for Mozambique in 2022, though the programme was suspended in April 2025 after approximately $343 million (€292 million) had been disbursed across four tranches.

The report also indicates that Mozambique is due to repay the IMF $98 million (€83.4 million) this year, $107.5 million (€91.5 million) in 2027, $129.3 million (€110 million) in 2028 and $136.4 million (€116.1 million) in 2029.

The report describes Mozambique as “one of the main beneficiaries of IMF technical assistance and capacity development,” with support focused on governance, public financial management, revenue mobilisation, natural resource wealth management, monetary and macroprudential frameworks and government, real sector and financial sector statistics — all aligned with government reform priorities.

President Daniel Chapo said last June that he expected to sign a new IMF support programme still in 2025, aligned with the current government’s vision and public sector reforms. These expectations were reinforced in subsequent months and again in early 2026. IMF deputy managing director Bo Li had also assured, on May 17, 2025 in Maputo, that a new programme would go ahead to support Mozambique’s stability, saying his team would “discuss a new programme in the coming weeks and months” and reaffirming commitment to supporting the Mozambican economy.
