The remarks were made in a statement released by the Government Information Bureau following the publication, on 10 February, of the White Paper on the Implementation of National Security Safeguards in Hong Kong under “One Country, Two Systems” by the State Council Information Office. Sam Hou Fai noted that the restoration of social stability in Hong Kong has effectively consolidated the foundation of national security, adding that the document serves as an important reference for advancing national security work in the MSAR.
According to the Chief Executive, the White Paper outlines the direction for strengthening national security systems and mechanisms, guiding the MSAR Government to uphold the overall national security concept, improve relevant legislation in a timely manner and ensure Macao’s long-term prosperity and stability, as well as the high-quality development of “one country, two systems”.
Sam Hou Fai also emphasised that safeguarding national security is a continuous and ongoing process. While Macao enacted its own National Security Law in 2009 under Article 23 of the Basic Law of Macao, he acknowledged that certain aspects of the legislation required further refinement during its implementation.
In this context, the MSAR Government completed a revision of the Law on Safeguarding National Security in 2023 and strengthened national security protection through complementary legislation, including the Law on the Protection of State Secrets and the electoral laws for the Chief Executive and the Legislative Assembly. Sam Hou Fai reiterated that Macao will continue to fully implement the principle of “patriots governing Macao”, strengthen patriotism and love for the city, and safeguard long-term prosperity and public well-being.
