Previously operating as the Beijing Imperial Palace Hotel, the building is being redeveloped to offer both five-star and two-star lodging options, as two separate license applications are currently under review by the Macao Government Tourism Office (MGTO), the hotel regulatory body.
Both the hotel operator and the MGTO have confirmed that the project envisions distinct accommodation categories within the same property, according to TDM.
The hotel has remained shuttered since 2016 following a protracted legal dispute between Empresa Hoteleira and Victory Success.
Empresa Hoteleira is reportedly controlled by former gaming promoter Ng Man Sun, while Victory Success was associated with Alvin Chau, the former chairman of Suncity Group, who was sentenced to 18 years in prison in 2023 for crimes related to illegal gambling. The current shareholding structure of the development has not been publicly disclosed.

Renovations are currently being spearheaded by Victory Success, a company operating under a parent entity registered in the Marshall Islands.
Notably, the firm shares a Macau contact address with the YOHO Group, the developer behind the Roosevelt Hotel in Taipa and the YOHO Treasure Island Resorts World on the Macau peninsula.
According to information released by TDM and promotional materials displayed at the site, construction works are scheduled for completion by May 2026, in accordance with the construction license issued by the Government. Signage on the building indicates a projected reopening in the second half of 2026.
Industry sources suggest the hotel could reopen as early as the summer of 2026, offering approximately 700 rooms.
The complex occupies a 14,918-square-meter site adjacent to the former University of Macau campus and originally featured roughly 500 rooms when it first opened as a five-star hotel in 1992.
