In his New Year message, Sam emphasised that 2026 marks the start of China’s 15th Five-Year Plan and Macau’s Third Five-Year Plan. “We will proactively align with the development strategies of the 15th Five-Year Plan and scientifically draw up and implement the Third Five-Year Plan, grasp all development opportunities, and yield better achievements for the SAR,” he said.
The Chief Executive stressed the government’s commitment to upholding national security, consolidating patriotism, maintaining social harmony, and improving governance efficiency. He also highlighted plans to promote economic diversification, expedite the establishment of government-led industrial and guidance funds, and accelerate the development of Macau’s “1+4” diversified industries.
