Plan That Irked Trump Shaped China’s Rise in Brazil

"Made in China 2025" produced champions now dominating Brazil's market

A government program launched ten years ago revolutionized Brazil’s transportation, energy, and technology sectors. The plan, however, was crafted over 16,000 kilometers away from Brasília, under the emblematic name “Made in China 2025.”

Announced in 2015 by China’s State Council, its implementation marked a turning point in global trade, triggered reactions from major powers like the U.S. and Europe, and signaled Beijing’s growing global influence.

“The rise of high-tech Chinese products in Brazil is a direct result of the success of MIC2025’s directives,” says Alexandre Ramos Coelho, a professor of international relations and geopolitics.

The program, designed by the Chinese Communist Party, set specific goals for the country to dominate ten strategic sectors by 2025—including electric vehicles, robotics, biotechnology, aerospace manufacturing, and semiconductors.

The presence of more than a dozen Chinese electric vehicle brands in Brazil, alongside smartphone makers like Xiaomi and Huawei, solar panels, and consumer electronics, is the most visible impact of China’s industrial leap in the local market.

“Brazilian consumers are on the receiving end of this geoeconomic strategy, which combines state power with global tech competitiveness,” Coelho notes.
