Sands China signs MOU for Macao-Hengqin collaboration in Big Health tourism industry

On May 9, 2025, Sands China Ltd. and Guangdong-Macau Traditional Chinese Medicine Technology Industrial Park (GMTCM) signed an MOU to integrate Big Health tourism across Macao and Hengqin, leveraging regional strengths to drive industry growth and cross-border collaboration.

MOU Signing & Strategic Objectives

On May 9, 2025, Sands China Ltd. and Guangdong-Macau Traditional Chinese Medicine Technology Industrial Park Development Co. Ltd. (GMTCM) signed a Memorandum of Understanding at the GMTCM Park in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin.

The agreement aims to harness Macao’s world-class tourism infrastructure and Hengqin’s Traditional Chinese Medicine expertise to develop a robust Big Health tourism corridor within the Greater Bay Area.

Leveraging Regional Advantages

Macao’s 400-year heritage of East-West cultural exchange and its proximity—within the “one-hour living circle”—to Hengqin position both regions as ideal partners. The MOU focuses on:

  • Promoting “1+4” economic diversification by linking health products with MICE events.
  • Attracting domestic and international investment to scale Macao and Hengqin health brands globally.
  • Showcasing integrated-resort and park venues for health tourism exhibitions, conferences, and wellness services.

Leadership Perspectives

Grant Chum, CEO and Executive Director of Sands China Ltd., emphasized the company’s pioneering role as “the first integrated resort operator in Macao to join forces with GMTCM,” aiming to “connect our tourism sector with Big Health by organizing conferences, exhibitions, and health-tourism product launches.”

Wu Song, GMTCM’s chairman, highlighted the partnership’s alignment with the Macau SAR government’s 2025 Policy Address on “tourism+” cross-sector integration and the Greater Bay Area’s Traditional Chinese Medicine hub initiative.

Outlined activities include:

  • Big Health MICE events leveraging Sands China’s venues and GMTCM’s professional platforms.
  • Product launches of new health-tourism facilities at Sands China’s integrated resorts and GMTCM Park.

  • Premium health management services combining traditional and modern therapies for residents and tourists.

GMTCM Park: A Hub for Innovation

Established in April 2011 under the Guangdong-Macao Cooperation Framework, GMTCM Park spans 500,000 m² in Hengqin’s high-tech zone.

With an RMB 8 billion investment, it houses R&D labs, GMP-certified production lines, hotels, and commercial facilities.

As of March 2025, 235 enterprises—including 89 Macao-based firms in biomedicine, cosmetics, and medical devices—utilize its incubation and testing services to meet international standards.

Outlook

This MOU marks the first project under Guangdong-Macao’s cooperation agreement and signals a new chapter in regional Big Health tourism.

By merging tourism, Traditional Chinese Medicine, and wellness expertise, Sands China and GMTCM aim to position Macao and Hengqin as premier destinations for health-focused travel in the Greater Bay Area.
