A 17-year-old Macau student, working as part-time tutor in a tutorial center, was suspected of improperly touching students in tutorial center.
DSEJ (the Education and Youth Bureau ) strongly condemned, and at the same time, the authorities ordered the person in charge to immediately inspect various deficiencies, correct mistakes, and formulate various measures to ensure the safety of students.

The person in charge of the tutorial school is certainly responsible for this, but the Education and Youth Bureau also has certain responsibilities here. In Macau, the regulation of tutorial center (Regime de Licenciamento e Fiscalização dos Centros Particulares de Apoio Pedagógico Complementar) was came into effect in 1998. Ao Ieong U, the Secretary for Social Affairs and Culture, admitted, in June this year, that some of the provisions are out of time. However, the government conducted its first consultation on modify the regulation in April 2009, and made the third and final consultation in 2015, the legislative process has not been mentioned.
Five years later, the regulations has not yet been sent to the Legislative Assembly. Whenever there is a problem of tutorial center, the society express their strong demands for relevant regulations. When can the Education and Youth Affairs Bureau complete the “review of various deficiencies, correct mistakes, and formulate various measures to ensure the safety of students”
