Macau considers subsidizing Spanish certification exams

The Chief Executive of Macau, Sam Hou Fai, announced today that local authorities are considering subsidizing Spanish language certification exams. The initiative aims to align the territory’s workforce capabilities with evolving “social and national development needs.”

Speaking at the Legislative Assembly, Sam Hou Fai indicated that during the second half of this year, the government will introduce an updated list of subsidies tailored to Macau’s strategic goals, confirming that Spanish proficiency certification is currently among the options under active review.

“We are increasing the award amounts for certain professional certifications, based on the costs associated with taking these exams,” Sam Hou Fai stated, responding to inquiries from several lawmakers regarding youth development and career readiness in the region.

The planned financial support comes as part of a broader program to incentivize professional training and certification, which is scheduled for launch in the second half of 2026. Currently, the Macau University of Science and Technology (MUST) stands as the only higher education institution in the territory to offer a bachelor’s degree in Spanish, and it remains the sole local venue where students can sit for the official Instituto Cervantes proficiency exams.

The push to elevate Spanish language skills ties into China’s broader Five-Year Plan, which includes specific directives to maximize Macau’s role as a multilateral platform.

While the territory has historically focused on bridging relations between China and Portuguese-speaking countries, Beijing’s current strategy seeks to expand Macau’s economic and cultural reach into the Spanish-speaking world.

This diplomatic expansion was highlighted in April, when Sam Hou Fai conducted an official state visit to Spain. During the trip, he signed five cooperation agreements designed to foster friendly exchanges, boost bilateral trade, and reinforce economic services.

Parallel to these diplomatic efforts, the Guangdong-Macau In-Depth Cooperation Zone in Hengqin hosted tourism promotional events in Madrid, aiming to enhance the international visibility of the joint Macau-Hengqin tourism market and attract a more diverse segment of European travelers.
