According to the Macau SAR Travel Alert System, level 2 indicates an increased threat to personal safety and advises residents to avoid non-essential trips to the affected destinations. Level 3, now lifted, corresponded to a strong recommendation against travel except in exceptional circumstances and included the possibility of advising immediate departure from the country.
The system maintains three alert levels: level 1 (“Exercise caution”), which signals the emergence of potential threats; level 2, which advises reconsidering non-essential trips; and level 3, which indicates extreme risk and strongly advises against any travel.
Authorities stressed that the system is not legally binding and that the final decision rests with each traveler. However, they urged residents to purchase adequate travel insurance with coverage for emergencies, including international medical evacuation.
