Colorless plan for the future

Paulo Rego*

The Master Plan for Macau has two or three positive notes, highlighting the protection of the green “lung” in Coloane, or the epilogues of the soap operas metro and Hospital da Taipa.

But it doesn’t surprise anyone; it does not reflect a special strategic vision, nor does it build bridges to a future that, being certainly different, has no strategic basis for entrepreneurs to decide investments and the critical mass chooses their specialization.

Economic diversification, as well as the race to the East … Great Bay into, set the horizon close. However, to get there, there is a lot of stone to leave, many paths to travel and bridges to cross. It is not necessarily in a master plan that the future is revealed. But there is often a context there, a political narrative, a gesture by the regime … There are no signs of this attitude. Before its absence is seen. The centrality of Tap Seac, or cultural infrastructures of reference, that the previous Administration tried to introduce, late and at a bad time, still had this skill. In the design of the new landfills, the novelty is zero; in the design of commercial and / or industrial areas, as well as quotation marks.

At least we believe that in this new cycle the loud voice on the other side of the border will be heard louder in this case.

There is, as never before, an environmental awareness that goes further than protecting Coloane from real estate pressure. Promises take them to the wind, as it happened so many times there. At least we believe that in this new cycle the loud voice on the other side of the border will be heard louder in this case.

It is a pity that this plan does not have an identity touch. What could sustainability be? Macao, with size, and enviable financing capacity – public and private – could be an example in the new wave that can be seen on the planet: technological innovation linked to sustainability, the blue economy, new production habits, consumption and behavior.

There is nothing in this plan to indicate any of this. Because, in this particular point, the plan is more of the same: to be what we have always been.
