An Immigration and Customs Enforcement (ICE) agent shot and killed a 26-year-old Colombian national on Monday morning during an enforcement operation in Biddeford, Maine. The incident, which has sparked local protests and demands for transparency, occurred around 7:00 AM local time as federal agents monitored a residence to execute a final order of removal.
According to statements from ICE, officers attempted to stop a vehicle departing from the targeted address. The agency claimed the driver tried to flee, prompting an officer to discharge a firearm out of fear for public safety. Maine Attorney General Aaron Frey confirmed that the individual, who was shot after reportedly driving toward an officer, was pronounced dead at the scene.
However, hours after the shooting, Department of Homeland Security Secretary Markwayne Mullin clarified to Maine Senator Angus King that the deceased man was actually not the intended target of the arrest warrant. The Maine Immigrants’ Rights Coalition stated the victim was a Colombian citizen legally authorized to work in the United States, while neighbors noted he lived nearby with his wife and young daughter.
The shooting has drawn swift condemnation and triggered immediate demonstrations in Biddeford and outside the Portland office of Senator Susan Collins. Witnesses described hearing at least four gunshots as officers in tactical vests surrounded a white sedan, which ultimately collided with another vehicle behind police tape.

Critics have pointed out that the agents involved were not wearing body cameras, raising further questions about the necessity of deadly force. The Department of Homeland Security’s Office of the Inspector General has taken over the investigation to determine whether the agent’s actions were justified.
This fatal encounter marks the second time in a week that an ICE agent has used deadly force against a non-target, following a July 7 incident in Houston where a Mexican builder was shot and killed under similar circumstances.
The back-to-back shootings have intensified scrutiny on the Department of Homeland Security under the leadership of Secretary Mullin, who assumed office in March. The agency is already facing ongoing lawsuits from civil rights organizations over aggressive tactics deployed during federal immigration enforcement surges across the country.
